LUMICC – Luxembourg Mission Critical Connectivity

This national Next Generation broad-band PPDR Network programme aims to design, deploy, and operate a fully integrated telecom network that is highly resilient, secure, and capable of supporting mission-critical services to end users. To achieve this, the initial programme of LUMICC is organised into three complementary Lots, each with its own responsibilities, expertise, and operational focus. Together, they form a single network — from the design and BUILD phase to RUN operations. The programme is scheduled for commissioning in January 2030 and will operate over an initial eight-year period with an extension option.

  • Lot 2: RAN Operator
  • Lot 3: Fallback service provider

 

Context

The current RENITA network (“Réseau national intégré de radiocommunication”) was commissioned by the Ministry of State in 2015. It provides secure mobile voice communication services, geolocation, and operational support to public safety and governmental organisations throughout Luxembourg. It is based on TETRA technology, providing voice plus data services, as well as direct mode operations. RENITA communication services are available both countrywide outdoors and indoors in some public service buildings and inside critical infrastructures.

 

The Department of Media, Connectivity and Digital Policy (SMC) has identified the following facts

  • Newer generation technologies provide enhanced services and are the enablers for new modes of mission-critical communications during security and emergency services operations, that are not feasible with RENITA;
  • It is of strategic importance that future-proof broadband PPDR mobile services be made available to security and emergency service organisations in Luxembourg and be interoperable for cross-border coordination.

 

To implement the programme, the following measures are taken:

  • set up of a broadband PPDR radiocommunication network based on a next generation 3GPP mobile communication technology and dedicated to national security and emergency forces in Luxembourg;
  • choice of the model: “Government-Owned / Contractor-Operated”.

 

Hence, the LUMICC programme aims at setting-up a next generation 3GPP network throughout Luxembourg and delivering mission-critical communication services to user organisations by 2030.
